Quick answer: "Cloud hosting" usually means one of two things. Managed cloud (for example Cloudways) runs your site on a cloud server and handles the server for you. Unmanaged cloud VPS (DigitalOcean, Vultr, Hetzner) gives you a raw server, which is cheaper but leaves updates and security to you. Both bill monthly or hourly with no renewal jump.

Frequently asked questions
Is cloud hosting better than shared hosting?
Cloud hosting gives you dedicated resources and easier scaling, at a higher entry price. For a small site, good shared hosting is usually enough. Move up when you hit CPU limits or need guaranteed resources.
